This document contains transcripts of the first and second sessions of Hearings before the Committee on the Judiciary. US Senate, 101st Congress, on the oversight of the President¦s National Drug Control Strategy. Sessions were held on December 12, 1989, and February 2, 1990.
Abstract
The hearings began with an address by Committee Chairman Biden on The Challenge of Drug Abuse in our Cities, and a review of the Second National Drug Control Strategy. There followed opening statements by seven members of the Committee. There is a chronological list of witnesses, an alphabetical list of witnesses, and a list of material submitted. Said material included: (1) Preliminary Report: A Drug Case Strategy for Philadelphia, with accompanying data on the preliminary architectural program and budgetary cost estimates for the proposed Drug Court Division of the Philadelphia Court of Common Pleas; and (2) Control of Drugs in Dallas, a Comprehensive Strategy for the 1990s. Witnesses included, in addition to several Senators and Representatives: (1) Mayor-elect David Dinkins, New York City; (2) Mayor and past president of the US Conference of Mayors, Richard Berkley, Kansas City, MO; (3) Robert Stutman, Special Agent in Charge, New York Division, Drug Enforcement Administration; and (4) Mack M. Vines, Chief of Police, Dallas, TX.
