This report summarizes activities of the Saint Paul Police Department during 1994. The report is dedicated to two officers killed in the line of duty during the year, and highlights the extent to which community oriented policing was used by both the police and the community.
Abstract
The Operations Division, which is responsible for all patrol functions of the Department, responded to 177,619 calls for service. Highlights of 1994 include: (1) opening of four additional storefronts and substations in city neighborhoods; (2) the Juvenile Case load was 4,919; (3) CAPERS (Crimes Against Persons) investigated 29 homicides; (4) CAPROP (Crimes Against Property) included 325 cases in Arson, 2,651 in Auto Theft, and 593 in Fraud; (5) the Department began its fifth year of operation interacting with the Asian Community in the public housing complexes; and (6) the Attendance Center for truants began, and processed 261 truants. There are also reports on: (1) activities of the Administrative Division and the Support Services Division; (2) Community Policing efforts; (3) departmental reorganization; (4) Police-Civilian Internal Affairs Review Commission, including an Internal Affairs Case Review; (5) Medal Honorees; (6) Letters of Recognition; (7) Promotions; and (8) Retirements. There are charts and figures showing: (1) Personnel Distribution; (2) Complaints and Disposition; (3) Budget Allocations; (4) Offenses by Type; (5) Arrest Data; and (6) Saint Paul Demographics.
