This document contains information regarding proposed additions to Federal regulations governing the priority ranking process for construction of education and law enforcement facilities by the Bureau of Indian Affairs (BIA).
Abstract
The BIA conducted a series of consultation meetings across Indian country to obtain tribal input prior to formal action on the proposed new rules. This Tribal Consultation Booklet contains background information and significant provisions of the existing regulations, the text of the proposed rules, and other relevant documents. The section on Law Enforcement Facilities Construction states that the BIA process for Planning of New Institutions (PONI) is designed to allow full participation and input into the initial planning of law enforcement facilities by community leaders and interested or affected groups. The PONI also incorporates new generation concepts and philosophy with regard to the design, construction and operation of law enforcement facilities. The proposed change is intended to result in priority ranking for construction funding consideration. Included in Significant Provisions of the Proposed Change are: (1) Scope of Regulations; (2) Multi-Year Application Cycle and Continuous Priority List; (3) Deadline for Filing Applications; (4) Emergency Situations; (5) Selection of a Limited Number of Projects for Application Validation; (6) Lead Office and Official; (7) Criteria; and (8) Appeals.
