Hearings were convened before the Senate Judiciary Committee in September 1989 to review the adequacy of the national drug control strategy.
Abstract
Opening statements at the hearings focused on the Office of the National Drug Control Policy and on the extent of drug abuse in urban, suburban, and rural areas. Opening statements also evaluated the emphasis of the national drug control strategy on drug user accountability, swift prosecution and punishment of drug dealers, increased efforts against cocaine production in source countries, and improved drug treatment programs. In addition, speakers addressed the need for international efforts to control drug production and dismantle criminal enterprises responsible for drug supply and the importance of coordinating supply and demand reduction efforts. Witnesses testifying at the hearings included the Director of the Office of National Drug Control Policy; State and local government officials; and representatives from law enforcement, corrections, and criminal justice. Witnesses and materials submitted for the record discussed funding of the national drug control strategy, effects of drug abuse and drug-related crime, and specific measures to combat drug abuse (education, interdiction, prosecution, rehabilitation, and treatment). Hearing participants also addressed asset forfeiture, mandatory minimum sentences for drug offenders, drug testing, intelligence coordination, military versus domestic drug law enforcement, and Federal and State drug control efforts and needs. Tables and figures
