This article focuses on the program developed in Merseyside, which received approximately $7 million. New systems had to be set up quickly to implement the 60 individual programs that were approved and to maintain effective operational, political, and financial control. The programs covered a wide range of issues, including disorder patrols, community policing, youth activities, suspect targeting, geographic targeting, and driver education. Nonetheless, the Merseyside police effectively used the 3-month lead-in time to develop and refine the necessary systems. Many long-standing organizational norms were discarded, allowing the initiative to achieve all objectives on time, with a cost overrun of only 1.3 percent.
