This report provides statistics on the number and characteristics of the youths served by the Missouri Department of Social Services Division of Youth Services for fiscal year 1994.
Abstract
The division admitted 1,197 youths, which represented approximately a 20-percent increase over the previous year. The division also served a number of noncommitted youths via its day treatment and interstate compact programs. Eighty- seven percent were male; 54 percent were living in a single- parent family at the time of commitment. During the past 7 years commitments have increased 70 percent. With the continued increase in the commitment rate, more youths are entering the division with chronic/aggressive behaviors and dependent on drugs. The division has the capacity to provide only a small number of these youths with the needed treatment and medical services. Another population that continues to increase is the chronic violent offenders who need intensive residential care for a longer length of stay followed by step-down services consisting of comprehensive community-based services.
