This voluntary citizen board provides practical programs to the justice system as a constructive alternative to incarceration, fines, or probation in an effort to effectively rehabilitate offenders. The objectives of the Community Service and Restitution Program include community protection, and offender accountability and responsibility, punishment, and personal growth and self-esteem enhancement. Program procedures pertain to referral, basis of eligibility, intake interview, placement objectives, monitoring, termination from the program, and program evaluation. 2 appendixes
