The model is program-based and generates data for agency documentation in the following areas: accountability, program description, and expected program effects/impacts. The goals include the development of standardized program evaluation elements for victim programs statewide, the standardization of information collected on client intake and exit assessments as well as aggregate program data collection forms, and the formalization of the definitions of variables used in these assessment and data collection forms. The project also standardized measurement procedures and facilitated consensus among all appropriate contracting agencies and sexual abuse victims service providers regarding the use of the evaluation design. Recommendations focus on evaluation options, the benefits of the revised evaluation approach, and the legal implications of recommendations. Products of this study are a standardized format for statistical summaries, standardized components for the evaluation format, and research questions.
