The problem of capital punishment is almost as old as the history of humanity. The issue is a matter of governmental policy, because people live in organized societies. The necessity and lawfulness of capital punishment has been the subject of debate since the 18th Century. In Hungary, the Constitutional Court abolished the death penalty in 1990 in decision 23/190.X.31. However, reasons exist for its reintroduction. (Publisher summary modified)
