There are three levels of investigation required by the NPB before a pardon is granted. The first level requires a computer check for any outstanding charges, probation, and prohibitions, including a fingerprint check. Level 1A requires the checks described above, as well as a check of any local indices at locations where the applicant has resided for the previous five years. Level 2 requires a complete investigation, including community checks and an applicant interview. If the investigation reveals information indicating that the applicant has been convicted or has failed to satisfy the terms of any previous conviction, the pardon is denied. The NPB can revoke a pardon if the person is subsequently convicted of a summary offense. 6 notes
