The role that performance appraisal systems will have in motivating police work performance in the future was examined, with emphasis on the importance of evaluating the empowered behaviors of employees in producing organizational change and improving police officer performance.
Abstract
The study used a futures methodology, the nominal group technique, to involve 10 persons from public and private agencies in a discussion of trends and their implications. The research focused on significant trends and projected events that could affect the issue, possible future scenarios and their policy implications, and a transition management plan with specific techniques to assist law enforcement during implementation. The study produced a strategic model that incorporated employee participation and empowerment with an individualized reward system to motivate employees. The analysis indicated the importance of training and the need for an intensive staff development training program, together with supervisory training in four areas.
