Police training methodology must correct police behaviors that are inconsistent with those required for the police to meet the needs of modern Indian society. Training must assist in the development of the following "thrust" areas: team work; motivation; opportunities for the development of leadership at all levels; promotion of effective communication within police agencies; and improved public relations through quality performance, customer orientation, and respect for individuals. Training per se is limited in its impact on police performance in the field. Learning and professional development through experience must be guided by high-quality police organizational culture, the role modeling and leadership of superior officers, the politico-legal framework, and other environmental factors. Particular areas that need improvement through training and agency influence are police behavioral modification, appropriate emphasis on crime prevention and crime control, the development of a service function for the weak and vulnerable in society, improved police selection methods, and improved working and living conditions for police. 21 references
