This resource book for Army and Air National Guards provides resources for their Drug Demand Reduction Programs, including descriptions of existing Guard State programs and an overview of the Weed and Seed Program.
Abstract
The Army and Air National Guards have undertaken the task of reducing the demand for drugs in their States and communities. Efforts include support for the drug-demand-reduction efforts of local communities and the design and implementation of the Guards' own drug prevention programs. Profiles of State National Guard Drug Demand Reduction Programs briefly describe each State's programs that have either been supported by or initiated by the State National Guard. Another section provides the names, telephone numbers, and ranks for each of the State Guard's drug demand reduction administrators. Federal Agencies and National Organizations involved in drug demand reduction are listed, and their responsibilities are described. The section on the Weed and Seed Program outlines its goals as the elimination of violent crime, drug trafficking, and drug-related crimes from targeted high-crime neighborhoods, as well as the provision of a safe environment for law-abiding citizens. The four major elements of the program are suppression of criminal activity through coordinated law enforcement; community-oriented policing; prevention, intervention, and treatment; and economic development and neighborhood restoration. Examples of how Weed and Seed has been implemented in various communities are provided, and a six- step implementation plan is outlined. A glossary of the language of the drug culture is provided as well.
