In Alaska existing criminal justice, public health and assistance, and victim service efforts to end this problem have become fragmented due to lack of resources. The Council acknowledges that it is time for it to coordinate a full assessment of the status of domestic violence and sexual assault; this assessment must include reviews of all the existing systems and issues that impact domestic violence and sexual assault. Once the assessment is completed, a strategic plan should be developed to articulate an ideal response within Alaska that incorporates all the unique and differing needs within the State. Other critical issues discussed are rural services for victims of domestic violence and sexual assault, the coordination of an interagency response to sexual assault, batterers' intervention program standards, data collection, law enforcement reporting of domestic violence, and how to implement the various aspects of the Federal Violence Against Women Act in Alaska. In fiscal year 1994 the Council funded 23 community-based programs to provide services to victims of domestic violence and their families. The initiatives discussed in this annual report pertain to coordination, planning of victim services, public meetings and hearings, the development of educational materials, regulations, evaluations and audits, technical assistance, and staffing and budget.
