This report describes the 1994 activities of the New York State Commission on Judicial Conduct and highlights some of the milestones in the 20-year history of the commission.
Abstract
In 1994, the commission received 1,438 new complaints, of which 1,230 were dismissed on initial review. The commission authorized and began 208 investigations and had 154 investigations and proceedings on formal charges pending from the prior year. The majority of complaints came from civil litigants and defendants in criminal cases. The commission initiated 49 complaints on its own motions. The commission dismissed 98 complaints outright, dismissed 33 complaints involving 32 judges with letters of dismissal and caution, closed seven complaints involving six judges upon the judges' resignation, closed six complaints involving six judges upon vacancy of office due to reasons other than resignation, authorized formal charges in 21 complaints involving 19 judges, and had 153 pending investigations at the end of the year.
