Thirty-three leaders in juvenile corrections who represented detention, community corrections, State secure facilities, and juvenile professional organizations attended, representing 27 States and the District of Columbia. Participants were asked to prioritize major need areas to assist the National Institute of Corrections and the Office of Juvenile Justice and Delinquency Prevention in planning. Participants identified more than 200 issues and needs that were clustered under eight major headings, in order of priority: they are leadership/management, strategic management, juvenile justice programs, human resources, public/community relations, what's new and working, legal issues, and funding/budget. Two objectives were established for the top priority, leadership/management. One objective is the development of a skilled management workforce in juvenile corrections with the capability of providing dynamic leadership and direction in a changing environment. The second objective is the development and enhancement of professional leadership for juvenile corrections.
