Abstract
The document, prepared for the Ninth United Nations Congress on the Prevention of Crime and the Treatment of Offenders, presents a short history of international cooperation against crime, reviews the results of previous United Nations Congresses on the prevention of crime and the treatment of offenders, discusses the United Nations system's efforts in crime prevention and criminal justice, and describes programs undertaken in the areas of technical cooperation and advisory services. The document contains the text of United Nations standards, guidelines, and international instruments pertaining to the treatment of prisoners, human rights, law enforcement, the judiciary, crime victims, the role of lawyers, juvenile offenders, and international law enforcement cooperation. 1 appendix
