Placement in one of the three units at HYCF is based almost solely on age and sex, with the result that there is little distinction between youths sentenced on minor offenses and more serious youthful offenders. Under the current system, rehabilitative concerns are subordinated to custodial interests in the name of institutional management. To help juvenile delinquents escape the cycle of abuse and neglect that perpetuates delinquency and leads to adult criminality, this report recommends that the Hawaiian government immediately implement three new programs: an Intensive Outreach and Advocacy Program, a short-term 30-day Wilderness Challenge Program, and an Experiential Education Program. These programs were chosen on the basis of their proven effectiveness, their potential to accommodate the entire HYCF population, and their ability to adapt to the social and cultural circumstances of the Hawaiian community.
