This report presents the goals and strategies for countering drug abuse and violent crime in Nebraska for 1995.
Abstract
Following a review of Crime Commission policies and procedures, a section addresses the nature and extent of drug abuse and violence in Nebraska. One section provides an overview of current drug and violent crime control efforts and their impact on strategy and resource needs. Other issues addressed are coordination within the State and with Federal agencies, the conformity of State strategy to the national priorities, areas of greatest need, criminal records improvement, HIV legislation, and INS (Immigration and Naturalization Service) reporting. One goal of the recommended policy to combat drug abuse and violent crime is to maintain and expand State and local jurisdictions' capacity to apprehend, prosecute, and adjudicate drug and violent-crime offenders. A second goal is to maintain the Department of Corrections' capacity to provide drug treatment and testing for adult offenders, including those inmates on work release, parole, and probation. A third goal is to maintain and expand the Department of Corrections' capacity to provide treatment, assessment, and aftercare programs for juvenile drug and violent- crime offenders. Another goal is to increase the Department of Corrections' capacity to assist adult and juvenile offenders in attaining marketable skills, so they may become self-sufficient. The final goal is to increase the capacity of the criminal and juvenile justice systems' response to domestic and family violence. Strategies for achieving each of these goals are outlined. A data summary and evaluation findings are provided.
