This guide describes an eight-step court strategic-planning process, provides examples of the substantive products prepared during each planning step in nine jurisdictions that used the planning process, and catalogs the general lessons about court strategic planning and management distilled from the experiences of the nine jurisdictions.
Abstract
During the past 3 years, staff from the Center for Public Policy Studies have helped nine courts and court support agencies from diverse jurisdictions across the Nation develop long-range strategic plans for their organizations and institutionalize ongoing strategic planning and management. These planning efforts have used an eight-step approach developed by the Center. This effort produced two earlier planning documents: "An Approach to Long Range Strategic Planning for the Courts" and "An Approach to Long Range Strategic Planning for the Courts: Training Guide." The Implementation Guide is intended to supplement these two reports. Chapter II of this guide begins with an overview about the need for strategic planning and management in courts and court support organizations and outlines what has been done to respond to that need. It continues with a description of the salient jurisdictional and organizational characteristics of the nine jurisdictions and the particular programmatic features of the planning effort in each site, such as the size and composition of planning teams, the role of the chief judge, the length of planning sessions, and the initial planning process. Examples of the substantive products prepared during the various steps in the planning process are presented. Chapter III catalogs the general lessons about planning that emerged from the collective experience of the nine jurisdictions, including common problems and how they were overcome. It also provides insights more specifically targeted toward either State court systems, trial courts, State court administrative offices, or judicial education organizations. Chapter IV offers conclusions about the promise strategic planning and management offer the Nation's courts and court support organizations and how that promise might be met.
