The 1978 annual report of the Office of Drug Abuse Policy (ODAP) gives a short history of Federal concern in the field of drug abuse prevention and control and discusses the establishment of the ODAP as a coordinating and policymaking unit.
Abstract
The ODAP was established in 1977 to set objectives and priorities for Federal drug abuse functions, to coordinate the performance of drug abuse functions by Federal department and agency, and to recommend changes in the organization and management of Federal departments and agencies that perform drug abuse functions. ODAP activities for 1977-1978 are summarized with respect to policy development, international initiatives, coordination, and organization. The ODAP's assessment of the nature and extent of the drug abuse problem and related policy initiatives are reported. The focus is on marijuana, cocaine, and research on potential therapeutic uses of abusable drugs. ODAP accomplishments are reviewed in such areas as drug law enforcement, international drug control, drug intelligence, and demand reduction. Appendixes contain additional information on heroin and cocaine imported into and consumed in the United States in 1976 and on the Federal drug control strategy.
