The National Forum on Incarceration was convened in Canada in September 1995, and the theme focused on criminal justice in crisis.
Abstract
Forum participants generally acknowledged that incarceration should be used as a last resort and that the current use of incarceration in Canada is excessive. The forum identified concerns relative to incarceration, explored what constitutes appropriate uses of incarceration consistent with the needs of Canadians for safety and justice, and identified community alternatives to incarceration. The forum also examined needed changes in correctional programs, policies, and procedures and considered how minimum incarceration can be used consistent with public safety. Forum participants developed specific recommendations to reduce incarceration rates and prevent crime.
