The 1991 Colombian court efficiency management laws are evaluated, and court docket productivity is compared graphically for 1989, 1990, and 1991.
Abstract
Law 23 of March 21, 1991, and Decree 800 of March 21, 1991 are evaluated in detail. It is concluded that although the laws appear to have reduced court congestion by 42 percent, in actuality, the overall effect of the reform resulted in an increased, even more inefficient, congested Colombian court system. Impunity continues to be the principal beneficiary of the reforms. 19 notes and 18 figures
