Phase one of the planning involved information gathering. This phase consisted of a series of meetings with senior management and line staff from across the State. Each meeting consisted of five parts. An opening session was designed to break ingrained mind sets and paradigms. This was followed by a statistical presentation on trends relevant to DYD, a discussion of current and future issues that face DYD, an analysis of DYD strengths and weaknesses, and the development of what DYD should be doing to be successful in the year 2000. Information obtained from this phase will be used to identify general program areas to be developed in phase two. A task force will be developed for each program area. Each chapter in this report presents the findings of each of the five components of phase one. Regarding the state of juvenile crime, statistics support staff perceptions that although juvenile crime may not be on the increase, juvenile crimes have become increasingly violent. The DYD system must be prepared to deal with these more aggressive youth. DYD programming in phase two reflects staff beliefs that prevention and early intervention programs constitute the best strategy for addressing juvenile violence.
