The author presents an outline of the format used for the institute and discusses conditions unique to inner-city communities that must be considered to ensure that the institute is successfully implemented. One of the goals of the PTI is to educate service providers about current prevention literature and promising prevention strategies; and another goal is to expand the network of available service providers who are able to perform staff development and inservice training that focus on prevention. The PTI also encourages greater collaboration between schools and communities and among the various community-based organizations. It engages in mutual problemsolving regarding systemic barriers to effective prevention and intervention. Further, the PTI expands resources and resource-development capabilities. Following an explanation of these goals, this paper describes how the institute's goals were operationalized through both its planning and implementation. Planning involves three entities: a sponsoring agency, a lead agency, and cosponsors. A discussion of the implementation phase includes a schedule for one-day, two-day, and three-day training.
