This report analyzes trends in indicators of well-being for children in Arizona and proposes an agenda for improving the situation of these children.
Abstract
The first section reviews current statistics on child poverty, the prevalence of child abuse and neglect, teenage pregnancy, educational issues, and juvenile arrests. The report notes that children's issues remain a top priority with voters, despite the overall trend to cut government spending on welfare programs. A policy for improving the condition of Arizona's children would mandate basic health care for every child, quality preschool and child care programs, and support for families. Cost effectiveness of early prevention and intervention efforts targeted at young at- risk children are discussed.
