Abstract
The recommendation pertains to both professional and lay judges, and to the resolution of criminal, civil, administrative, and constitutional law issues. The principles contained in the recommendation refer to the general independence of the judiciary, the authority of judges, proper working conditions for judges as a means of improving the efficiency and fairness of justice, professional judicial associations, judicial responsibilities, and disciplinary offenses related to the abdication of judicial responsibilities.
