Emergency preparedness is a critical aspect of the Federal Bureau of Prisons' (BOP) mission of operating safe correctional institutions.
Abstract
The BOP has developed an emergency response capability that provides various options to deal with challenges ranging from an isolated fight to a full-scale institutional disturbance and from negotiating with hostage takers to providing emotional support for families of hostages. Emergency preparedness involves several critical dimensions, including classification, communication, intelligence gathering, and prevention. Every BOP institution has an individual emergency plan that outlines definitive responses to specific emergencies, and training in emergency response tactics is an important element in the career of every BOP employee. The BOP's Special Operations Response Team is described, and the BOP's strategic plan and accomplishments for 1994 are reviewed. Information is also provided on individual accomplishments, BOP offices, and BOP facilities. Examples of emergency response situations the BOP has encountered in recent years are cited. Photographs
