The analysis of police management includes concepts of diversity, convergence, uniformity, creativity, and value-based and structurally based factors. The extent to which a formal, rational view of the police as an organization has influenced police management in England is assessed. The emphasis is on policing by objectives and the influence of the policing system in the United States. The history of policing in England is reviewed in terms of police competency, crime prevention, police management training, police patrols, and ways in which policing by objectives has been accomplished. The brief discussion of the history of police management is followed by a comparative analysis that examines various management styles employed by European police forces. Consideration is paid to organizational change management, police misconduct, police accountability, and the effect of societal divisions on police operations.
