The four programs include the Women's Treatment Alternatives to Street Crime (TASC) Program, the Drug Offender Probation Program, the Police Referral Outreach/Intervention Program (PROP), and the Golden Heights Counseling Program. The primary mission of the Women's TASC Program is to provide the court with a resource to assess substance abuse problems of incarcerated female offenders awaiting court disposition and provide treatment recommendations. The Drug Offender Probation Program is part of a larger effort coordinated by Broward County's criminal justice system. This program recognizes that punishment alone does not effectively deter substance-dependent offenders and that close supervision and substance abuse treatment offer the best hope for preventing future encounters with the criminal justice system. The PROP program is an early intervention and prevention partnership between the Hollywood Police Department and a private juvenile substance abuse prevention and treatment agency. The Golden Heights Counseling Program is based on the premise that culturally sensitive early intervention through short-term counseling and positive role modeling can prevent future substance abuse, school dropout, delinquency, and other antisocial behaviors for a significant percentage of high-risk children.
