This study evaluated policies and procedures related specifically to: (1) program coordination and administration; (2) drug testing procedures; (3) drug treatment referral; (4) sanction options for positive drug tests; and (5) stalls or refusals to provide urine samples. Findings of the study include the following: (1) Information collection forms were standardized and program information centralized. (2) Program policies and procedures have been adopted as formal Correctional Policies and Procedures. (3) Drug testing procedures include field tests; although they screen for fewer drugs, they are less costly and provide officers with immediate feedback. (4) In some instances, field staff reported a lack of clarity in policies concerning the use of tests for revocation and precisely when clients should be removed from treatment.
