This goal states that by the year 2000, every school in the United States will be free of drugs, violence, and the unauthorized presence of firearms and alcohol and will offer a disciplined environment conducive to learning. One objective to move schools toward this goal is to implement a firm and fair policy on the use, possession, and distribution of drug and alcohol. Further, parents, businesses, governmental, and community organizations will work together to ensure the rights of students to study in a safe and secure environment that is free of drugs and crime. Also, every local education agency will develop and implement a policy to ensure that all schools are free of violence and the unauthorized presence of weapons. Every local educational agency will also develop a sequential, comprehensive kindergarten through 12th grade drug and alcohol prevention education programs. Other objectives under this goal pertain to a drug and alcohol curriculum, community-based teams, and the elimination of sexual harassment in schools. For each State, baseline and most recent update information is provided on direct measures that relate to progress toward the goals. Regarding the goal of safe and drug-free schools, direct measures pertain to student use of various drugs; student reports on being offered, sold, or given an illegal drug on school property; student involvement in various violations while on school property; and teacher reports of being threatened or attacked by a student.
