The survey was sent in December 1995 to the DOC's in the 50 States, the District of Columbia, the U.S. Territories, and the Federal Bureau of Prisons. Completed surveys were received from 47 States, the District of Columbia, and Puerto Rico. One table shows the status of privatization of adult prison facilities. The table indicates whether privately operated prisons are in use or are planned, whether the private operation of prisons is being considered, whether the private operation of prisons has been considered and rejected, and whether the private operation of prisons has not been formally considered. Twelve States either have privately operated prisons in use or have planned such privatization. An outline of issues in the development of privately operated prisons considered who first promoted privatization, the construction and financing of facilities, and facility design. A listing of some DOC concerns about privatization of facilities includes the enforcement of departmental policy, costs and the basis for cost comparisons, general quality issues, legal liability, the use of force, and accreditation. Another table shows fiscal year 1995 expenditures for contracted programs and services. These encompass contracting in the areas of health care, food services, professional services, and inmate beds. The appendix presents DOC contact information for persons interested in networking on aspects of privatization and/or contracting.
