An introductory statement on the role of the Commission notes that its primary mandated function is to promote adequate and effective policing throughout the Province and the preservation of peace, prevention of crime, efficiency of police service, and the improvement of police relationships with communities within Saskatchewan. The Commission is authorized to develop regulations on various matters that will upgrade police services generally through training and standardization. The Commission may conduct audits and reviews, as well as provide information to Boards of Police Commissioners. As an appellant body, the Commission may review the suspension from duty of a police officer or chief of police. The first section of this report presents data on police services, including the number of police agencies serving cities, towns and villages, and rural municipalities, along with the size of the populations served and the police/population ratio. Information is also provided on Royal Canadian Mounted Police municipal contracts. Data on police services also address the use of firearms by municipal police and by the Royal Canadian Mounted Police, as well as major crime trends. Information on Commission activities encompasses Commission budgets, meetings, visits, the Canadian Police College, the Annual Symposium of Civilian Oversight of Police, and appeals to the Commission. A separate section provides data and information on the Saskatchewan Police College. It addresses police training, recruit training, in-service training, and advanced police training.
