One section focuses on preparing the property. It suggests that the property be easily visible for surveillance by keeping shrubs and trees cut, making sure entrances are well lit, and using fencing that does not obstruct surveillance. All graffiti should be immediately removed to help combat gang activity. Another section addresses applicant screening. At a minimum, landlords should check applicants' photo I.D. and social security card, run a credit check, verify income, and independently identify previous landlords. Warning signs of dishonest applicants should be learned and observed. Suggestions are also offered for rental agreements that ensure the landlord maintains options in dealing with any tenant who does not comply with the law while on the property. Other areas discussed are ongoing management, warning signs of illegal activity on the property, eviction procedures, working with the police, and procedures under the Section 8 program.
