Four drug prevention programs in Volusia County (Fla.) were evaluated to determine their progress toward their process and outcome objectives and to assist staff in developing outcome objectives, suggest evaluation instruments, and assist in developing in-house program evaluation systems as appropriate.
Abstract
The programs included a police-sponsored program for high-risk youth, a youth activity center, a transitional housing and support program for nonviolent drug offenders, and a family-oriented intervention programs for youths ages 10-17 at risk of drug or alcohol addiction. Evaluation information came from interviews with program administrators and staff, interviews and focus groups with clients, and observations of the Substance Abuse Policy Board. Results revealed that each program had specific strengths and weaknesses. Recommended actions for the policy board include continuing to develop written policies and procedures, determining funding priorities based on needs assessment and service access data, encouraging interagency collaborations, and establishing written policies and procedures for grant reviews and program monitoring.
