This report presents the methodology, findings, and recommendations of a management appraisal of the Kalamazoo County Prosecuting Attorney's Office (Michigan).
Abstract
One objective of the audit was to identify areas in the office that could be strengthened to improve the efficiency and effectiveness of the office. Another objective was to determine the minimum levels of resources needed by the office; and a third objective was to examine the interface of the prosecutor with other parts of the courts and criminal justice system for ways to increase the effectiveness of prosecutorial services. One of the audit tasks was to describe the caseflow handled by the adjudication system as derived from court and criminal justice agency data. A second task involved a management appraisal of the procedures and operations based on on-site visits and interviews by the appraisal team. Another task consisted of an analysis of the organization and staffing patterns within the office based on personnel resource allocation information supplied by the staff. Finally, the findings were synthesized into a set of conclusions and recommendations. One section of the report discusses an examination of the criminal justice environment within which prosecution is conducted, followed by a section that examines the internal affairs of the office. Results of the resource analysis are then presented. Recommendations pertain to the criminal justice environment in the county; the organization, management, and operations of the office; and the resource analysis. 8 tables and 3 references
