Homeless children in Virginia were studied with respect to their numbers, needs, barriers to service for this population, and recommended ways to overcome those barriers.
Abstract
Information was collected during the summer and fall of 1996 by means of a literature review; an analysis of existing initiatives and strategies; and analyses of national policies and State programs, service statistics, and costs. The analysis resulted in recommendations in seven policy areas. These included improving the service delivery and system capacity for homeless children, addressing the educational needs of homeless children, responding to the health needs of homeless children, taking action to prevent child homelessness, strengthening transitional services for homeless families, improving shelter care services to the homeless, and assessing the impact of Federal policies on Virginia's homeless persons. The 29 recommended actions included 12 actions listed as priority areas. Tables, map, appended tables, and 22 references
