This chapter examines both foundation and government support in the area of youth substance abuse.
Abstract
The chapter examines foundation funding in the alcohol and drug abuse field, giving special attention to the 1980s, when there was a surge in foundation support, and reviews government support in this area with a focus on Federal grants. In an unusual collaboration in 1991, the Justice Department, the Ford Foundation, and Pew Charitable Trusts joined in an $8 million program to curb drug abuse among adolescents living in high-crime neighborhoods. In addition to their collaboration efforts, foundations have changed in other ways: their giving is now constrained by foundation priorities and targeted interests and the trend is toward larger grants for 2- or 3-year projects. Although Federal funding opportunities change almost annually and shift in response to different administrations and Congressional interests, there is money available for substance abuse prevention programs. The chapter provides information and ideas that schools and agencies may use in their efforts to seek money to establish or support prevention programming for youth, with special attention to proposal writing and the grant-seeking process.
