The 1996-1997 annual report of the Scottish Prison Service (SPS) reflects activities and operations designed to fulfill four missions: keep those committed by courts in custody, maintain good order in prisons, care for prisoners with humanity, and offer prisoners a range of opportunities to exercise personal responsibility and to prepare for release.
Abstract
The SPS experienced an increase in the number of prisoners, had a relatively low number of escapes, and had an increase in the number of prisoner suicides. Steps were taken to prevent violence by prisoners, to teach offenders cognitive skills, and to rehabilitate sex offenders. Other significant developments included the introduction of mandatory drug testing, the creation of a psychology service to support prisoners, the provision of prisoner access to night sanitation, and new facility construction. Measures were also adopted to improve correctional personnel management. Detailed information on specific prisons characterizes program targets, progress, and key initiatives.
