Performance-based standards focus on outcomes and the attainment of goals rather than on the promotion of good managerial practice espoused by current corrections standards. CJCA hired Abt Associates Inc., the author of the congressionally mandated Conditions of Confinement Study released in 1994, as a subcontractor to assist in the research and development of the standards. The project has three phases: (1) development of the standards, (2) field testing of the standards and data collection instrument, and (3) implementation. The 9-month development phase began in December 1995 with meetings of more than 40 experts and practitioners to develop standards in six areas of facility operation: safety, order, security, programming, health/mental health, and justice. By October 1996 team members had created 63 performance standards and identified the data needed to measure performance. The field testing is being performed in three waves and involves six facilities in each waves. Revisions occur between waves. The field-testing phase should be completed in September 1997. Implementation is planned for soon thereafter at about 40 sites.
