The Pennsylvania Commission on Crime and Delinquency (PCCD), an agent of change for the Commonwealth's criminal and juvenile justice systems, reports on its important events and achievements of 1996.
Abstract
During 1996 a major transition began within the PCCD, as it restructured its role in providing program oversight and setting agency direction for the future. The restructuring resulted in the creation of several new committees. The Technology and Automation Advisory Committee, the Law Enforcement Advisory Committee, and the Evaluation Committee were appointed in late 1996 and joined the Juvenile Advisory Committee and the Victims' Services Advisory Committee as working bodies of the Commission. As this transition moves forward, the new advisory groups should provide greater insight and perspective to the Commission as it works to promote a more coordinated and effective justice system. After providing a mission statement for PCCD, this annual report presents Commission highlights for 1996. This is followed by a report on the source of PCCD administered funds and Commission functions. Program area summaries focus on statistics and policy research, juvenile justice, victim services, community corrections, crime and drug abuse prevention, drug control and system improvement, criminal justice training, and civil and criminal justice training. Also included is a summary of the important administrative and fiscal management activities of the Commission, with emphasis on grants administration responsibilities.
