The Walsall Motor Project, which includes a 10-week program for young people convicted of motoring offenses, offers a range of opportunities for young people to work on cars, learn how to maintain and repair them, develop a healthy respect for the damage they can do and learn to drive them properly under close supervision and in a safe environment. Building on the skills learned in the program, work placements are arranged with local employers and links have been established with colleges and other training programs. In addition, the project helps members with literacy and numeracy, works with disaffected pupils in local schools, provides a resource for local youth groups, and places offenders on community service orders. Motor crime in the project area in 1994 fell 10 percent, compared to static rates over the geographic division as a whole, and independent evaluators have judged the project cost-effective.
