States must actively consider accountability-based juvenile justice sanctions to be eligible for the JAIBG program funds, although active consideration does not require the enactment of any or all of the accountability-based juvenile justice policies that a State is required to consider. Congressional action in the session scheduled to begin in January 1998 may affect the manner in which the funds are allocated. Policies and practices to consider include the transfer of violent juvenile ages 15 or older to adult court by matter of law or prosecutorial discretion, the imposition of graduated sanctions for every delinquent act or probation violation, the creation of expanded record-keeping system for habitual and/or violent juvenile offenders, and the imposition of sanctions against parents of juvenile offenders who are deemed to have not adequately supervised their children.
