Terrorism has been used by varied groups for varied reasons. The number of terrorist groups has increased tenfold since 1968; their methods, missions, and motives have changed over time. Terrorists of the 1990s have demonstrated an increase in economic motivations, not, however, equalling or surpassing political and religious motivations. Two disturbing developments have been a growing partnership between organized crime and terrorism and an increased boldness in target and weapon selection. The increasing availability of weapons of mass destruction and computer technology to terrorist and organized crime groups has increased the potential for disasters of proportions never before experienced. Consequently, the risks are becoming too great to continue with a reactive approach to terrorism. Actions are needed to avert international terrorism disasters before they occur. A broader definition of terrorism should be established, and actions should include holding the line on current United States terrorism policy, providing research funds commensurate with the treat of terrorism, and focusing on good intelligence. Additional actions should include applying nonlethal approaches such as diplomatic and economic approaches whenever possible, applying active lethal approaches when necessary, and protecting crucial nodes and routes.
