The report includes a brief discussion of the establishment of the program, guidelines and requirements for grantees, a summary of various Department of Justice initiatives under the COPS program, and progress to date in hiring or deploying 100,000 more police officers nationwide. Since the establishment of the COPS program, the Department of Justice has reached over 50 percent of the goal to hire or redeploy 100,000 officers nationwide. Legislation establishing the Local Law Enforcement Block Grant (LLEBG) Program was approved and funded during the FY1996 appropriations process. During that same process, Congress approved splitting COPS funding for FY1996 between the COPS program ($1.4 billion) and the LLEBG program ($503 million). Proposals have been introduced to extend authorization for the COPS program from FY2000 to FY2002, and raise the total number of police hired or redeployed to 125,000.
