The proposed plan emphasizes the need to accept patrol precincts and precinct detective squads as the most important units in the agency and to recognize that all other levels exist to support the basic service function. Therefore, the committee recommends an immediate 20-percent reduction of staff in support units and transfers of all these personnel into precincts and investigative squads. The committee also recommends that the agency explore the possible privatization of management information systems and certain functions of the motor transport division. It also recommends the replacement of the steady tour concept for the patrol officers with the use of a scooter chart, the creation of a fourth platoon that would work 10-hour tours, 4 days a week, and increased police salaries. Other recommendations focus police selection, field training units, rewards and incentives, respect, integrity, discipline, performance reviews, promotion criteria, efficiency, technology, inservice training, exit interviews, and implementation of the recommendations.
