Opened in 1995, the primary purpose of the NIC is to address the needs of long-term prisoners by locating them immediately after sentencing in a setting where they can adjust to and come to terms with their imprisonment. The NIC is designed to hold 54 prisoners in single-cell accommodations. On the first day of the inspection, the NIC held 45 prisoners--22 serving sentences of 10 years or more and 14 serving life sentences. It became apparent to the inspection team that the quality of interaction and relationships between prisoners and staff was relatively positive. Prisoners were required to participate in varied and meaningful activities and were supervised by well-motivated staff. Findings of the inspection team are detailed with respect to accommodations, routines, security, discipline and control, custody issues, primary services, health care, management and staff, prisoner perceptions, prisoner grievance procedures, administration and other services, and visiting. Specific recommendations to improve NIC management and operations are offered. Additional information on NIC activities, staffing, and practices is contained in annexes.
