The 1998-1999 annual report of the Scottish Prison Service (SPS) describes activities and accomplishments of the service relative to its mission of keeping in custody those committed by the courts, maintaining good order in prisons, caring for prisoners, and providing prisoners a range of opportunities to exercise personal responsibility and prepare for release.
Abstract
The SPS performed well in the core area of secure custody. Escapes from prison, absconds, and failure to return from home leaves declined from the year before. Preventing suicide in prisons and managing prisoners at risk continued to be a high priority. Although Scottish prisons had no major disturbances, the number of serious assaults by prisoners on other prisoners-- many of which were drug related-- was of concern. With the assistance of trained correctional officers, the number of prisoners completing rehabilitation programs significantly exceeded targets. Other successful initiatives included the publication of revised guidance on the conduct of internal disciplinary procedures for prison and amendments to prison rules. A detailed analysis of 22 prisons is presented. Appendixes convey additional information on the performance of the SPS. Tables and photographs
