The department's mission involves detaining persons in a safe and secure manner and providing the best possible opportunity for all inmates to make a new start in life by offering comprehensive rehabilitation programs. Activities undertaken in 1998 focused on restructuring the Correctional Services Department, initiating major redevelopment projects to increase penal accommodation, planning for new correctional facilities, and establishing the Rehabilitation Division.
